Volunteer Registration Information

Volunteer applicants, age 18 and older, who supervise children, individuals with disabilities, special populations, handle money or hold a board positon are be required to have an annual comprehensive background check in compliance with the Department’s policy.
Consistent with Carroll County Department of Recreation and Parks Advisory Board’s recommendation, the Department will follow the recommended volunteer management guidelines established by the National Recreation and Park Association (NRPA) for credentialing volunteers.  The guidelines call for an annual comprehensive background screening or background check to include:
1.     Social Security Verification
2.     Address Trace
3.     State or County Criminal Record Check
4.     National Criminal History Data Base Search
5.     Sex Offender Registry
6.     Timely Results
7.     Complimentary Consultation

Recreation Councils under the Department of Recreation and Parks:  Arts Council, Central Carroll Recreation Council, Charles Carroll Recreation Council, Carroll County Equestrian Council, Freedom Area Recreation Council, North Carroll Recreation Council, Piney Run Recreation Council, Seniors in Action, Adaptive Recreation Council, West Carroll Recreation Council, Westminster Area Recreation Council, Winfield Recreation Council, Woodbine Recreation Council.

·         In order to be registered and covered by the County’s liability insurance, all volunteers, age 18 and older, must complete an annual online check, ?
·         All volunteers are required to abide by Carroll County Department of Recreation and Parks Code of Conduct
·         Volunteering is a privilege, not a right; volunteers serve at will and may be released at any time
·         All volunteers serving youth must be credentialed and wear their volunteer ID badge at the time of service
·         $3.00 replacement fee for volunteer ID badges

·         Single day volunteers, i.e. for special events, are not required to complete an annual background check 

You need to have your badge before practices start. All programs be in compliance with CCRP background check policy. Once the check has been initiated, please forward a picture with name, position, group (example FSC, Freedom Optimist Softball etc.) and council information (Freedom Area Rec Council) in the body of the email to Please note in the subject line Freedom Rec Background ID Picture. This will allow the county to create your photo volunteer ID. If you prefer to mail your picture, send the picture to this address and include information noted above: Carroll County Department of Recreation and Parks Attn: Background Check ID Photo 300 South Center Street Westminster, MD 21157 Badges take approximately 2 weeks to get to you after you background check is approved and will be mailed to you from the county.

To renew your badge each year - please click on the same link above - you do not need to submit a new picture.
